What options are you using?

I agree h264 cannot perform miracles, not even on noise-free cartoons,
but I expect it to perform 15-25% better than mpeg4-2, which also
actually is my experience. I assume you are aware of the
"q"-parameter-range being quite different between h264 and mpeg4-2? You
also enabled b-frames, b-pyramid and multiple references?
