can't say i'm clear on what you want but try this.

mencoder -oac copy -ovc lavc -of mpeg -mpegopts
format=dvd:tsaf:telecine -vf filmdint,scale=544:480,expand=720:480
-lavcopts
vcodec=mpeg2video:vrc_buf_size=1835:vrc_maxrate=9800:vbitrate=7600
:keyint=15:trell:mbd=2:aspect=16/9 -noskip -fps 30000/1001 -ofps
24000/1001 -o /Users/me/clip_out.mpg /Users/me/clip.mpg

if you want 23.976
drop the telecine option
